The report insists on the necessity of making the shift from the current dual league system to a unified league structure by establishing a League Transition Commission which will be led by experts in the process appointed by AFC and FIFA in order to ensure impartiality and adherence to FIFA rules,

"On the assumption that the AIFF and other key stakeholders do agree the single national league structure that we recommend, and the timeline, we recommend that the detail is addressed through a League Transition Commission, to be established by the AIFF with independent external experts appointed by AFC and FIFA. The League Transition Commission will oversee and assist the implementation of the Road Map, including acting as mediators and expert advisers in the creation of the necessary agreements, rules, working practices and structures, and providing a dispute resolution process.  It will also be important in the new arrangements that the AIFF is complying fully with FIFA Statutes and AFC Statutes, including that the AIFF is managing its affairs independently and without undue influence from third parties.  This review process can be undertaken through the League Transition Commission.

We recommend that that the League Transition Commission is established within 6 weeks of receipt of this Road Map.  We also recommend clear consequences for failure to adopt the structure set out in this Road Map, and its subsequent implementation, within the timeline."

The second paragraph appears to be a means to emphasize that this time, AFC and FIFA want to be strict about making sure that the whole process is carried out on time, and will no longer tolerate the delay which has been prevalent with AIFF and IMG-R dragging their feet since the Joint Task Force was established back in 2016.
